                     The CARES Act was passed by Congress and signed into law on March 27, 2020. Lake County’s population over 500,000 resulted in the ability to directly apply for funding. On April 23, 2020, Lake County received $121,539,986.20.

                     These funds are required to be used to cover expenses that: 1) are necessary due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); 2) were not accounted for in Lake County’s approved Fiscal Year 2020 budget; and 3) were incurred during the period March 1, 2020 - December 30, 2020.

                     On Friday, June 26, 2020, the F&A Special Committee on COVID-19 Recovery determined the use of a portion of these funds: $1,000,000 in community prevention support consisting of personal protective equipment safety kits and risk-mitigation education/outreach in COVID-19 impacted communities of color.

                     An emergency appropriation is necessary to make the funds available for these purposes.

                     To ensure maximum efficiency in meeting community needs within this program fund, Lake County will contractually rely on designated community partners to distribute funds to their clients in accordance with federal spending criteria, and contract authority will be delegated within the program fund to the County Administrator or their designee(s).

RESOLUTION

 

WHEREAS, Lake County was granted $121,539,986.20 in Coronavirus Aid, Relief, and Economic Security (CARES) Act Coronavirus Relief Fund funding; and

 

WHEREAS, the CARES Act funds received are required to be used to cover expenses that: 1) are necessary due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); 2) were not accounted for in Lake County’s approved Fiscal Year 2020 budget; and 3) were incurred during the period March 1, 2020 - December 30, 2020; and

 

WHEREAS, an emergency appropriation is necessary to make the funding available for the purposes designated by the F&A Special Committee on COVID-19 Recovery; and

 

WHEREAS, it has been determined that designated expenses are $1 million in community prevention support consisting of personal protective equipment safety kits and risk-mitigation education/outreach; and

 

WHEREAS, to ensure maximum efficiency in meeting these community needs, Lake County will contractually rely on designated community partners to locally administer the appropriate funds subject to federal spending criteria, and contract authority will be delegated within each program to the County Administrator or their designee(s).

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $1,000,000 in the Fund 745 CARES Act Coronavirus Relief Fund budget is hereby authorized; and

 

BE IT FURTHER RESOLVED, that both a revenue and expense budget for the administrative execution of the program designated as indicated in the attachment to this Resolution be established; and

 

BE IT FURTHER RESOLVED, that the authority to execute any and all agreements between Lake County and designated community partners for community prevention support consisting of personal protective equipment safety kits and risk-mitigation education/outreach is hereby delegated to the County Administrator or their designee(s).
