Resolution dissolving the Ad Hoc Drainage District Consolidation Committee and establishing the Ad Hoc Consolidation Review Committee of the County Board to provide recommendations on units of local government that might be dissolved or consolidated with another existing governmental entity.

 

Staff summary

                     The 2018 report from the Lake County Commission on Government Reform and Accountability recommended the establishment of a commission to actively explore potential collaboration, consolidation, or service-sharing opportunities, based on data that includes the impact on taxing bodies and potential cost savings.

                     The Ad Hoc Drainage District Committee has met a number of times over the past year with a primary focus on drainage district research within Lake County.  An additional focus has been on providing data-driven recommendations regarding consolidations where practical.

                     At its last meeting, the Committee provided a recommendation to dissolve the Beach Park drainage district and consolidate its functions with the Village of Beach Park and the City of Waukegan.  Discussion at the committee also resulted in an identified need of the committee’s work to expand to other units of local government in Lake County.  The committee provided direction to staff to amend the current committee tasks to allow for this expansion of scope.

                     This resolution dissolves the current Ad Hoc Drainage District Consolidation Committee and creates the Ad Hoc Consolidation Review Committee with the same membership and expanded work that will allow for discussion and recommendations related to other units of local government in Lake County.

RESOLUTION

 

WHEREAS, the 2018 report from the Lake County Commission on Government Reform and Accountability recommended the establishment of a commission to actively explore potential collaboration, consolidation, or service-sharing opportunities, based on data that includes the impact on taxing bodies and potential cost savings; and

 

WHEREAS, the Ad Hoc Drainage District Consolidation Committee has met over the past year with a sole focus on drainage district research and recommendations; and

 

WHEREAS, the County Board Chair, in consultation with the members of the Ad Hoc Drainage District Committee, has identified the need for the Committee’s work to expand to other units of local government in Lake County, in addition to drainage districts; and

 

WHEREAS, this new committee, the Ad Hoc Consolidation Review Committee, shall explore the consolidation or dissolution of various units of local government under the authority granted to the County under 55 ILCS 5/5-44025, or under any other statutes that authorize the existence, consolidation or dissolution of particular units of local government; and

 

WHEREAS, the resulting recommendations are to be routed through both the Public Works, Planning, and Transportation Committee and the Finance and Administrative Committee for input and recommended approval before consideration by the full County Board.

 

NOW, THEREFORE BE IT RESOLVED, that the County Board authorizes the dissolution of the Ad Hoc Drainage District Committee effective immediately; and

 

BE IT FURTHER RESOLVED, that the County Board authorizes the creation of the Ad Hoc Consolidation Review Committee effective immediately, and that the committee shall dissolve on November 30, 2021.

 

BE IT FURTHER RESOLVED, that the County Board appoints the Committee’s membership as follows:
