Joint resolution authorizing an emergency appropriation in the amount of $2,486,592 for previously approved Annual Action Plan for the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) funding made possible through the CARES Act and approved by the Lake County Board on May 12, 2020.

Staff Summary
* The County Board was previously made aware that Lake County received additional entitlements of Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) funding through the CARES Act to alleviate the immediate needs related to the COVID-19 pandemic.
* The County Board approved the proposed second amendment to the 2019 United States Housing and Urban Development (HUD) Annual Action Plan which outlines how the additional funding will be used at its County Board meeting on May 12, 2020.
* The original action did not include an emergency appropriation of the additional funds, so the attached resolution appropriates both the additional grant revenue as well as the related expenses.
* This resolution appropriates funds in Fund 740 HUD Grants in a total amount of $2,486,592, as detailed in the attachment.

R E S O L U T I O N

WHEREAS, the County Board was previously made aware that Lake County received additional entitlements of Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) funding through the CARES Act to alleviate the immediate needs related to the COVID-19 pandemic; and

WHEREAS, the County Board approved the proposed second amendment to the 2019 United States Housing and Urban Development (HUD) Annual Action Plan which outlines how the additional funding will be used at its County Board meeting on May 12, 2020; and

WHEREAS, it is necessary to establish a budget appropriation for both the new revenue and offsetting expenses to execute the programs established in the Action Plan; and

WHEREAS, an emergency appropriation in an amount of $2,486,592 is necessary for Fiscal Year (FY) ...
