Title

Continued discussion of proposed ordinance amendments to the Lake County, Illinois Code of Ordinances to regulate entertainment-oriented animal exhibitions in unincorporated Lake County.

Staff Summary

At the February 5, 2020 Public Works, Planning and Transportation Committee meeting, a draft set of ordinance amendments related to entertainment-oriented animal exhibitions was presented to the Committee for discussion and feedback.

Presentation of a revised draft incorporating committee feedback, additional staff research, and input from subject matter experts has been delayed due to the County’s emergency response related to the COVID-19 pandemic.

The updated amendments, attached as “Exhibit A”, would prohibit entertainment-oriented animal exhibitions in the unincorporated area with the exception of properties zoned and established as permanent venues for such exhibitions with such animals housed on-site.

Upon conclusion of the discussion, staff will return to the Committee with a final version and resolution for the County Board to initiate the Zoning Board of Appeals public hearing process.
