Staff Summary

                     Lake County Public Works operates a robust Supervisory Control and Data Acquisition (SCADA) system. The system allows for wireless communication and data collection among the various Lake County Public Works water and wastewater systems. This results in less drive team and fewer miles driven, benefiting the environment. The data repository is used to make data driven decisions on system functionality.

                     This phase of SCADA will connect the Southeast sewer system to the network and update the SCADA network of the former Lakes Region Sanitary District assets. More than 45 lift stations will be improved.

                     This is the initial agreement for preliminary engineering services, and the agreement will be amended to include final engineering and system integration services in the future, which is consistent with the County’s experience in multi-phase professional contracts.

                     The Lake County Purchasing Division received and evaluated Statements of Interests from three professional firms. In accordance with the Local Government Professional Services Selection Act, the recommended firm is Donohue and Associates, Inc.

                     The initial contract with Donohue and Associates, Inc. will include preliminary engineering design services and inventory services based on a not-to-exceed value in the amount of $69,680.

R E S O L U T I O N

 

WHEREAS, the County of Lake (County) owns, operates and maintains over 150 water and wastewater facilities throughout the County, which require differing levels of automated control and data acquisition; and

 

WHEREAS, the County’s Department of Public Works has developed a master plan for Supervisory Control and Data Acquisition (SCADA) improvements that incorporates a multi-year, multi-phase project plan to assist with said data acquisition; and 

 

WHEREAS, the Department of Public Works has developed the SCADA Improvements Phase III Project that will install and implement SCADA improvements at approximately 30 facilities in the southeast region of the County and approximately 20 facilities in the northwest region of the County; and

 

WHEREAS, due to the specialized nature of this project, the County requires design related services from an engineering firm qualified in this type of engineering; and

 

WHEREAS, the technical nature of the SCADA network requires continuous engagement from the consultant from preliminary analysis through the construction phases of this project; and

 

WHEREAS, the best approach for this project was determined to be a multi-phase agreement to allow for the engineering consultant to be responsible for analysis, design and project management throughout all stages of the project to ensure the final product is a SCADA network that Public Works staff can effectively utilize; and

 

WHEREAS, the Lake County Purchasing Division solicited and received three (3) Statements of Interest (SOI) under SOI Number 20022; and

 

WHEREAS, the Public Works Department evaluated the Statements of Interest based on several criteria and determined that Donohue and Associates, Inc., Sheboygan, Wisconsin, was the most qualified firm to provide professional engineering services for all phases of this project; and

 

WHEREAS, an Agreement has been negotiated with Donohue and Associates, Inc. to provide the necessary professional engineering analysis for the initial phase of the SCADA Improvements Phase III Project ; and

 

WHEREAS, these services are in accordance with Lake County Purchasing Ordinance Article 5-101(3) and the Local Government Professional Services Selection Act (50 ILCS 510/1 et seq); and

 

WHEREAS, execution of an Agreement for Professional Services must be authorized by Resolution of this County Board.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute the first phase of the Agreement for Professional Services with Donohue and Associates, Inc, in the amount of $69,680 for professional engineering design services associated with the SCADA Improvements Phase III Project.

 

BE IT FURTHER RESOLVED, by this County Board of Lake County, Illinois, that this multi-phase agreement will be amended in the future to include the final engineering and system integration services phases of the SCADA Improvements Phase III Project, subject to further County Board action.
