Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Innovation and Opportunity Act (WIOA) program year (PY) 2020 formula grant and modification to WIOA PY 2019 grant authorizing an emergency appropriation in the amount of increase of $2,043,884 for the Lake County Workforce Development Department.

* The WIOA formula grant funds for the PY 2020 beginning July 1, 2020 have been allocated to Lake County and are being increased by $2,003,884 over the PY 2019 allocation, for a total grant of $6,580,878. The WIOA PY 2020 formula grant has a grant life from July 1, 2020 through June 30, 2022.
* The WIOA formula grant funds for PY 2019 modification increases the grant by $40,000. The WIOA PY 2019 formula grant has a grant life from July 1, 2019 through June 30, 2021.
* The WIOA formula grants include funding for programs serving adults, dislocated workers, incumbent workers, and youth.

RESOLUTION
WHEREAS, the Illinois Department of Commerce and Economic Opportunity has provided a PY 2020 Workforce Innovation and Opportunity Act funding notice totaling $6,580,878 and a PY 2019 WIOA funding modification of $40,000 to the Lake County Workforce Development Department; and
WHEREAS, the WIOA Grant includes funding for programs serving adults, dislocated workers, incumbent workers and youth; and
WHEREAS, the WIOA Grant terms are from July 1, 2019, through June 30, 2022; and
WHEREAS, an emergency appropriation funds increase of $2,043,884 is requested to allocate these funds into the Workforce Development Department's county fiscal year 2020 budget and authorize acceptance of this grant.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $2,043,884 for the Workforce Development Department is hereby approved and that the WIOA PY 2020 Formula Grant and WIOA PY 2019 Formula Grant Modification, be accepted.
