Joint resolution authorizing four contracts for Comprehensive Career Pathway Workforce Innovation and Opportunity Act (WIOA) Youth with Employee Connections, North Chicago High School (District 187), The Community Works, and First Institute Training and Management totaling $386,528 to serve 60 WIOA eligible youth.

 

Staff Summary

                     Lake County desires to authorize contracts for Comprehensive Career Pathway WIOA Youth Subrecipients Agreements for youth programs with qualified providers to service Out-of-School and In-school youth under the federal Workforce Innovation and Opportunity Act.

                     The Lake County Workforce Development Board has reviewed four proposals and recommends entering into subrecipient agreements for County Board consideration.

                     Subrecipient agreements are recommended from the following entities:

o                     Employee Connections to serve 15 out of school youth for $100,000;

o                     North Chicago High School (District 187) to serve 15 in school youth for $86,528;

o                     The Community Works to serve 15 out of school youth for $100,000; and

o                     First Institute Training and Management, Inc to serve 15 out of school youth for $100,000.

                     Contracts are not to exceed $386,528 and will be funded through the County’s allocation of federal WIOA funds for the time frame July 1, 2020 to June 30, 2021.

RESOLUTION

 

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for establishing contracts with qualified providers for Youth Services to provide Out-of-School and In-School Programs under the Workforce Innovation and Opportunity Act for the Lake County Workforce Development Department; and

 

WHEREAS, The Lake County Workforce Development Board (LCWDB) and Lake County Purchasing issued a Request for Proposals (RFP) on Wednesday, January 15, 2020 to solicit proposals to deliver WIOA Youth Programs throughout Lake County: and

 

WHEREAS, the Workforce Development has reviewed the four proposals and is recommending all four contracts for the time period July 1, 2020 through June 30, 2021: and

 

WHEREAS, performance and budgets have been negotiated with the four providers to provide employment and training programs to meet the diverse needs of the Out-of-School an In-School populations to be served.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby directed to enter into contracts with Employee Connections to serve 15 Out-of-School youth for $100,000, North Chicago High School (District 187) to serve 15 In-school youth for $86,528, The Community Works to serve 15 Out-of-school youth for $100,000, and First Institute Training & Management, Inc to serve 15 Out-of-School youth for $100,000, Inc.
