Joint resolution authorizing an agreement with the State of Illinois, by and through the Illinois Department of Transportation (IDOT), for improvements at the intersection of Fremont Center Road and Illinois Route 60.
Staff Summary
• The intersection of Fremont Center Road and Illinois Route 60 needs to be improved, inclusive of non-motorized improvements.
• This improvement will include the addition of turn lanes, a new traffic signal, and provide space for a future bike path on the west side of Fremont Center Road.
• This agreement provides that IDOT will reimburse the County for 50 percent of the construction cost, up to a maximum of $1,550,000.
• The cost for construction and construction engineering is estimated to be $2,864,000.
• This improvement is included in the highway improvement program with construction targeting 2021, and designated as Section 12-00138-02-CH.

R E S O L U T I O N
WHEREAS, Fremont Center Road, County Highway 62, is a designated route on the County highway system; and
WHEREAS, the free flow of traffic on Fremont Center Road, at Illinois Route 60, is beneficial to the safety and welfare of the State of Illinois and the County as a whole; and
WHEREAS, Lake County and the State of Illinois believe it would be beneficial to the safety and welfare of the traveling public if the intersection of Fremont Center Road and Illinois Route 60 could be improved with the addition of turn lanes, a new traffic signal, and inclusive of non-motorized improvements, designated as Section 12-00138-02-CH; and
WHEREAS, Lake County and the State of Illinois are desirous of entering into an agreement to utilize State funds to reimburse the County for up to 50 percent of the construction costs associated with the improvements, setting forth the terms and obligations of each agency, a draft copy of which is attached hereto.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute an agreement, and any subsequent amendments thereto, pertaining to the financing of the above-named improvement.
