Joint resolution authorizing an agreement with Baxter and Woodman, Inc., Crystal Lake, Illinois, to provide Phase II design engineering services for improvements to the intersection of Stearns School Road at US Route 41 in unincorporated Warren Township and the Village of Gurnee, at a maximum cost of $407,084.27, and appropriating $490,000 of Motor Fuel Tax funds.

 

Staff Summary

                     The intersection of Stearns School Road at US Route 41 needs to be improved, inclusive of non-motorized improvements. 

                     The intersection improvements include additional turn lanes and modernized traffic signals.  

                     A consulting firm will be utilized to perform these engineering services. Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

                     The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

                     LCDOT received and evaluated Statements of Interest and Qualifications from 17 professional firms, of which four were short-listed and presented to a consultant selection committee.

                     The selected and recommended firm is Baxter and Woodman, Inc., with a maximum cost of $407,084.27.

                     This project is included in the highway improvement program, and designated as Section 16-00222-02-CH.

                     Construction and Phase III construction engineering will be paid for and completed by the Illinois Department of Transportation.

R E S O L U T I O N

 

WHEREAS, Stearns School Road, County Highway 74, is a designated route on the County highway system; and

 

WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if the intersection of Stearns School Road and US Route 41 be improved, inclusive of non-motorized improvements; and

 

WHEREAS, Phase II design engineering services are required for this intersection improvement; and

 

WHEREAS, it is recommended that a consultant engineering firm be employed to provide these services; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and

 

WHEREAS, Baxter and Woodman, Inc., Crystal Lake, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and Baxter and Woodman, Inc., Crystal Lake, Illinois, at a maximum amount of $407,084.27, for Phase II design engineering services for the improvements to the intersection of Stearns School Road with US Route 41, inclusive of non-motorized improvements; a draft copy of which is attached hereto.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $490,000 of Motor Fuel Tax funds for these Phase II design engineering services, and designated as Section 16-00222-02-CH.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation.

 

BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
