Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $6,201,261.72 for the Grass Lake Road and Millburn Road resurfacing improvements, which will be improved under the Illinois Highway Code for a total of 5.28 miles, and providing a supplemental appropriation of $270,000 of County Bridge Tax funds, $400,000 of Matching Tax funds, and $500,000 of ¼% Sales Tax for Transportation funds.

 

Staff Summary

                     This resurfacing improvement has been identified within the County’s pavement management system, is included in the highway improvement program with construction in 2020, and designated as Section 18-00999-54-RS.

                     The work will include the milling and resurfacing of Grass Lake Road, Main Street, and Millburn Road, constructing sidewalk and bike path on Grass Lake Road, removing and replacing a box culvert and storm sewer on Main Street, re-profiling a bridge deck and repairing joints in a box culvert on Millburn Road, and other associated improvements.

                     There was a public call for bids, and a total of one bid was received in the amount of $6,201,261.72. Peter Baker and Son Company was identified as the responsible bidder in the amount of $6,201,261.72.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the Grass Lake Road and Millburn Road resurfacing improvements, which will be improved under the Illinois Highway Code for a total of 5.28 miles, and designated as Section 18-00999-54-RS; and

 

WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on June 16, 2020, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, their bid being $6,201,261.72 based on estimated quantities and unit prices; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of October 8, 2019, appropriated $5,240,000 of Matching Tax funds and $1,055,000 of County Bridge Tax funds for the Grass Lake Road, Millburn Road, and Old U.S. Route 45 resurfacing improvements. 

 

WHEREAS, a supplemental appropriation of $270,000 of County Bridge Tax funds, $400,000 of Matching Tax funds, and $500,000 of ¼% Sales Tax for Transportation funds is required for this improvement.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Peter Baker and Son Company, Lake Bluff, Illinois, in accordance with their bid of $6,201,261.72 based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the Grass Lake Road, Millburn Road, and Old U.S. Route 45 resurfacing improvements.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that there is hereby provided a supplemental appropriation of $270,000 of County Bridge Tax funds, $400,000 of Matching Tax funds, and $500,000 of ¼% Sales Tax for Transportation funds.
