Staff Summary
* Lake County is the recipient of United States Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) entitlement funding.
* As a condition of entitlement funds HUD requires the development and submission of a Housing and Community Development Consolidated Plan (ConPlan).
* The development of the ConPlan includes an updated assessment of affordable housing and community development needs, identification of strategies and goals needed to address the aforementioned needs and the PY 2020 AAP.
* The Program Year 2020 AAP includes annual funding recommendations totaling $3,118,594 CDBG, $1,872,154 HOME, $225,467 ESG and $301,000 Lake County Affordable Housing Funds.

RESOLUTION
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of a Housing and Community Development Consolidated Plan every five years; and
WHEREAS, such Consolidated Plan is in accordance with the requirements established by the United States Department of Housing and Urban Development (HUD) under the Housing and Community Development Act of 1974, as amended, and the Cranston-Gonzalez National Affordable Housing Act of 1992, as amended; and
WHEREAS, the Consolidated Plan constitutes, for Lake County, the strategic plan for use of federal housing and community development funding for Program Years 2020-2024; and
WHEREAS, the Consolidated Plan and Action Plan were prepared in accordance with federal regulations regarding citizen participation and in consultation with a variety of public and private agencies; and
