Joint resolution authorizing a technical services agreement with the Regional Transportation Authority (RTA) for the receipt of federal Section 5310 funds and appropriating $300,000 of ¼% Sales Tax for Transportation funds.

 

Staff Summary

                     This is a RTA Agreement for Ride Lake County West in Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda Townships.

                     Section 5310 grants are federal funds administered by the RTA, which help fund the Ride Lake County paratransit services in Lake County. 

                     These grant funds will be used to help provide the Ride Lake County West paratransit service in the Townships of Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda.

                     The RTA will reimburse the County 50 percent of the transportation service cost, up to $100,985, with federal Section 5310 grant funds.

                     Pace provides the paratransit bus service and reimburses the County for 50 percent of the required local match of this new grant.

                     The Townships contribute $40,000 annually towards the cost of this service to help offset the grant funds.

                     The County’s share is approximately $60,000 annually towards the cost of the service.  

                     This agreement has been reviewed by the State’s Attorney’s Office.

R E S O L U T I O N

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of November 14, 2006, adopted a resolution in support of the Lake County Coordinated Transportation Services Committee (LCCTSC) goal to develop a borderless paratransit system service in Lake County to meet the needs of the mobility challenged constituent population; and

 

WHEREAS, this Lake County Board, at its meeting of June 14, 2016, authorized the County Board Chair, the County Clerk, and the County Engineer to apply for a grant from the RTA, in cooperation with LCCTSC, to provide for the Ride Lake County West paratransit program in cooperation with Pace and the Townships of Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda; and

 

WHEREAS, Lake County, by and through its Division of Transportation, on January 10, 2017, was notified by the RTA that it was approved to receive $100,985 of federal Section 5310 grant funds to provide funding for said Ride Lake County West service; and

 

WHEREAS, Pace Suburban Bus Division of the RTA will supply 50 percent of the required local match of this new grant (guaranteed for calendar year 2020 only at this time) and will continue to coordinate operations of this expanded paratransit program; and

 

WHEREAS, the Townships of Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda all contribute annually towards the cost of the service; and

 

WHEREAS, the RTA and Lake County are desirous of entering into an agreement stating the terms and conditions by which the RTA will provide said $100,985 grant to Lake County, in support of LCCTSC, for the continuation of said expanded paratransit services, a draft copy attached hereto.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Engineer and the State’s Attorney of Lake County be authorized, and they are hereby directed to execute an agreement, and any subsequent amendments, for the receipt of $100,985 of Section 5310 grant funds from the RTA to be used to continue expanded paratransit service in Lake County during the weekdays in Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda Townships.

 

BE IT FURTHER RESOLVED that the expansion of said paratransit services during the weekdays in Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships is designated as the Ride Lake County West Coordinated Transportation Service.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $300,000 of the ¼% Sales Tax for Transportation funds for the said Ride Lake County West Coordinated Transportation Service, and designated as Section 20-00280-08-ES.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement and any amendments, to be executed by the State’s Attorney of Lake County as required.
