Resolution authorizing the execution of a master agreement with the Village of Grayslake regarding the energy, maintenance, and future costs of County-owned traffic control signals and interconnection with Lake County PASSAGE.

Staff Summary

                     The Lake County Division of Transportation (LCDOT) owns and operates certain traffic control signals within the corporate boundaries of the Village of Grayslake (Village).

                     Several agreements are in place with the Village regarding the energy, maintenance, installation and future costs associated with these County-owned signals.

                     LCDOT and the Village are desirous of consolidating these agreements into one new master agreement to include these existing signals and have provisions for adding new signals in the future. 

                     The master agreement includes the provision for Emergency Vehicle Preemption Systems so that the local agency will be responsible for maintenance and future cost of the emitters, and LCDOT will be responsible for maintenance and future cost for preemption systems.

                     This master agreement also addresses the interconnection with Lake County PASSAGE.

                     This agreement was approved by the Village Board at its May 5, 2020 meeting. 

 

Body

R E S O L U T I O N

 

WHEREAS, Lake County, by and through its Division of Transportation, has jurisdiction and ownership of various traffic control signals and equipment at intersections located within the Village of Grayslake; and

 

WHEREAS, the effective operation of said traffic signals through Lake County PASSAGE is beneficial to the safety and welfare of the Village and the County as a whole; and

 

WHEREAS, various agreements are in place between Lake County and the Village of Grayslake regarding the costs of maintenance, construction, installation and future costs associated with existing County-owned traffic control signals; and

 

WHEREAS, Lake County and the Village of Grayslake are desirous to consolidate the various traffic signal agreements into a master agreement with provisions for adding new traffic signals and interconnecting to Lake County PASSAGE, a draft copy of said agreement is attached hereto; and

 

WHEREAS, the said new master agreement includes the provision for Emergency Vehicle Preemption Systems (EVPS), so that the Village of Grayslake will be responsible for maintenance and future cost of the emitters, should they choose to use the EVPS that may be in place at any of traffic signals included in the master agreement; and

 

WHEREAS, it is in the best interest of Lake County to authorize the County Engineer of Lake County to include additional future traffic control signals, as may be warranted from time to time, and that are under the jurisdiction of Lake County and within the Village of Grayslake to the said master agreement.

 

WHEREAS, the Village of Grayslake approved this agreement at its May 5, 2020 meeting.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, Illinois, be authorized, and they are hereby directed to execute a master agreement between Lake County and the Village of Grayslake regarding the cost for construction, installation, and maintenance associated with existing and future traffic control signals under the jurisdiction of the Lake County Division of Transportation.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement to be executed by the County Board Chair and the County Clerk.

 

BE IT FURTHER RESOLVED that the County Engineer of Lake County is hereby authorized to include within the above-said master agreement between Lake County and the Village of Grayslake additional traffic control signals, as may be warranted from time to time, and that are within the jurisdiction of Lake County Division of Transportation in accordance with said master agreement.

 

BE IT FURTHER RESOLVED that this master agreement also addresses the interconnection of certain signals with Lake County PASSAGE.
