Joint resolution authorizing an agreement with V3 Companies, Woodridge, Illinois, for Phase I professional engineering services for improvements along Hainesville Road, from Washington Street to Rollins Road, at a maximum cost of $750,509, and appropriating $900,000 of Motor Fuel Tax Funds.

 

Staff Summary

                     Hainesville Road, County Highway 24, from Washington Street to Rollins Road, will be evaluated to be widened from two to three lanes to add a center turn lane and provide non-motorized improvements where feasible.

                     A consulting firm will be utilized to perform these engineering services.

                     Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

                     The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

                     LCDOT received and evaluated Statements of Interest and Qualifications from 13 professional firms, of which three were short-listed and presented to a consultant selection committee.

                     The selected and recommended firm is V3 Companies, with a maximum cost of $750,509.

                     This project is included in the highway improvement program and designated as Section 19-00072-14-WR.

R E S O L U T I O N

 

WHEREAS, Hainesville Road, County Highway 24, from Washington Street to Rollins Road, is a designated route on the County highway system; and

                     

WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if Hainesville Road, from Washington Street to Rollins Road could be improved; and

 

WHEREAS, Phase I professional engineering services are required for these improvements; and

 

WHEREAS, it is recommended that a consultant engineering firm be employed to provide these services; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and

 

WHEREAS, V3 Companies, Woodridge, Illinois, are consulting engineers skilled in the provision of these Phase I professional engineering services; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized, and hereby directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and V3 Companies, Woodridge, Illinois, at a maximum amount of $750,509, for Phase I professional engineering services for improvements along Hainesville Road, from Washington Street to Rollins Road, a draft copy of which is attached hereto.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement and any amendments, to be executed by the County Board Chair and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $900,000 of Motor Fuel Tax Funds for the Phase I professional engineering services, and designated as Section 19-00072-14-WR.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation.

 

BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
