Joint resolution authorizing the renewal of the Lake County Children’s Advocacy Center’s victim advocate grant program, awarded by the Department of Children & Family Services (DCFS) for Fiscal Year (FY) 2021, including $86,094 in grant funding, which includes an increase of $5,714 from SFY 2020.

 

Staff Summary

                     DCFS grant funding to provide partial salary for a victim advocate at the Lake County Children’s Advocacy Center began prior to 1998 and has been renewed each year since.

                     This grant is for the period of July 1, 2020 through June 30, 2021 and funds a portion of the salary and benefits for one victim advocate housed at the Lake County Children’s Advocacy Center, supplies and printing costs.

                     The victim advocate provides comprehensive, supportive services to child victims and their non-offending family members, throughout the court process.

                     Program goals include providing advocacy services for child victims of abuse and their non-offending family members, providing a digitally recorded interview in a child friendly location, providing mental health referrals, providing emotional support, conducting protocol reviews and Multidisciplinary Team (MDT) case meetings, and preventing re-victimization of children through education.

                     Sources of funding include state funds in the amount of $86,094 for partial salary and benefits of the victim advocate assigned to the grant program, supplies and printing costs.

                     The Children’s Advocacy Center provides any additional salary costs by reimbursing the State’s Attorney’s Office.

RESOLUTION

 

WHEREAS, the Department of Children & Family Services (DCFS) has announced a 12-month continuation of a victim advocate grant program to provide advocacy services to child victims of crimes during the period July 1, 2020, through June 30, 2021; and

 

WHEREAS, the grant funds of $86,094 for this program will provide partial salary and benefits for the victim advocate assigned to the grant program, supplies and printing costs; and

 

WHEREAS, funds have already been appropriated in the FY 2021 budget for salary and benefits, however funds need to be appropriated for supplies and printing costs.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Program Agreement with DCFS for the State’s Attorney’s Children’s Advocacy Center program to provide advocacy services to child victims of crime, for the period of July 1, 2020, through June 30, 2021, is hereby accepted; and

 

BE IT FURTHER RESOLVED, all costs associated with this victim advocate position are already appropriated in the State’s Attorney’s approved FY 2020 budget in accounts 101-3303020-51110,51240,74080,74100,74110, with offsetting revenue in the amount of $80,380 budgeted in account 101-3303020-45333; and

 

BE IT FURTHER RESOLVED, that an appropriation of supplies costs of $1,792 in account 101-3303020-61010 and printing costs of $1,000 in account 101-3303020-79940 be approved ; and

 

BE IT FURTHER RESOLVED, that an increase in grant revenue budget in account 101-3303020-45333 in the amount of $5,714 be approved; and

 

BE IT FURTHER RESOLVED, that $86,094 in state funds will be deposited into account 101-3303020-45333 and the Children’s Advocacy Center reimbursement will be deposited into account 101-3303020-45020; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and Lake County Treasurer are hereby authorized to execute the necessary documentation to accept the grant renewal.
