Staff Summary

                     Lake County owns and operates three wastewater reclamation facilities: Des Plaines River, New Century Town, and Mill Creek.

                     The molasses is used in the treatment process as a carbon source to sustain the biological nutrient removal (BNR) process.

                     The process removes total phosphorus from the plant’s discharge.

                     Pursuant to Article 6, Section 102, the Purchasing Agent convened an ad hoc review group that approved bid exemption on the basis that there is only one source for the required goods.

R E S O L U T I O N

 

WHEREAS, Lake County owns and operates three wastewater reclamation facilities Des Plaines River, New Century Town, and Mill Creek.; and

 

WHEREAS, the molasses is used in the treatment process as a carbon source to sustain the biological nutrient removal (BNR) process; and

 

WHEREAS, the BNR process is used to remove total phosphorus from the plant’s discharge; and

 

WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group and determined that there is only one source for the required goods.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent be authorized to enter into the contract with Quality Liquid Feeds, Inc., Dodgeville, Wisconsin to provide molasses for the Des Plaines River, New Century Town, and Mill Creek wastewater reclamation facilities in an estimated annual amount of $55,000.
