                     The Lake County Employee Policies and Procedures Manual must be amended to include a Furlough Policy.

                     Furloughs offer employers a preferred alternative to lay-offs or reductions in force.

                     Employees who are furloughed will be able to maintain benefits like health insurance and continue to accrue service credit with their retirement system.

RESOLUTION

 

WHEREAS, it is necessary to update the Employee Policy and Procedures Manual to stay current with best practices in human resources management; and

 

WHEREAS, furloughs have emerged as a preferred alternative to lay-offs or reductions in force because employees maintain benefits like health insurance and continue to accrue service credit with their retirement system; and

 

WHEREAS, the existing Policy and Procedures Manual does not address employee furloughs; and

 

WHEREAS, it has become necessary to add a new section to the Lake County Employee Policies and Procedures Manual to offer an alternative to lay-offs and reductions in force;

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Lake County Employee Policies and Procedures be amended to include a new section 4.12, titled the Furlough Policy; and

 

BE IT FURTHER RESOLVED, that this policy will be incorporated into and made part of the Lake County Employee Policy and Procedures Manual.
