• There was a need to terminate Lake County’s existing contract for armored car transport services due to failure to perform in accordance with the contract.

• The various departments and the Purchasing Division evaluated firms providing similar services in the regional area and identified Davis Bancorp Inc. as a responsible vendor to provide continued armored car transport services to the various departments of Lake County.
• Pursuant to the Lake County Purchasing Ordinance, emergency procurements are made when a threat exists to public health, welfare, or safety, or to prevent or minimize serious disruption of government services.
• Pursuant to Article Six, Section 103, the Lake Treasurer’s Office submitted a written determination of the basis for the emergency and the certification that the selection of the vendor is appropriate.

RESOLUTION
WHEREAS, in accordance with Section 6-103 of the Lake County Purchasing Ordinance, emergency procurement of Armored Car Transport Services for various Lake County departments; and
WHEREAS, there was a need to terminate Lake County’s existing contract for Armored Car Transport Services due to failure to perform in accordance to the contract; and
WHEREAS, Lake County various departments requested assistance from the Purchasing Division to identify a responsible vendor who could provide Armored Car Transport Services for a period of one-year plus renewals to minimize serious disruption of government services; and
WHEREAS, Lake County various departments and Purchasing Division evaluated firms providing similar services in the regional area and identified Davis Bancorp, Inc. of Barrington, Illinois as a responsible vendor to provide continued service to the Lake County various departments; and
WHEREAS, pursuant to Article 6, Section 103, the Lake County Treasurer’s Office submitted a written determination of the basis for the emergency and the certification that the selection of the vendor is appropriate.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract with Davis Bancorp, Inc., of Barrington, Illinois for the Armored Car Transport Services in the $63,440 charging the costs to various Lake County accounts.
