Burke Engineering, Ltd., Rosemont, Illinois, for Phase II design engineering services for improvements to Deerfield Parkway/Road from Krause Drive to Saunders Road, in the Villages of Buffalo Grove, Riverwoods, and Deerfield, at a maximum cost of $2,634,307.26, and appropriating $3,165,000 of Motor Fuel Tax funds.
Staff Summary
• Deerfield Parkway/Road, from Krause Drive to Saunders Road needs to be rehabilitated and reconstructed.
• The improvements from Krause Drive to Illinois Route 21 include pavement rehabilitation and patching.
• The improvements from Illinois Route 21 to Saunders Road include widening from two to three lanes to provide center turn lanes, inclusive of intersection, drainage and non-motorized improvements.
• A consulting firm will be utilized to perform these engineering services.
• Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.
• The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
• LCDOT received and evaluated Statements of Interest and Qualifications from ten professional firms of which three were short-listed and presented to a consultant selection committee.
• The selected and recommended firm is Christopher B. Burke Engineering, Ltd., Rosemont, Illinois.
• This project is included in the highway improvement program and designated as Section 15-00038-07-WR.

R E S O L U T I O N
WHEREAS, Deerfield Parkway/Road, County Highway 11, is a designated route on the County highway system; and
WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if Deerfield Parkway/Road, from Krause Drive to Saunders Road could be improved, inclusive of intersection, drainage, and non-motorized improvements; and
WHEREAS, Phase II design engineering services are required for this intersection improvement; and
WHEREAS, it is recommended that a consultant engineering firm be employed to provide these services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, Christopher B. Burke Engineering, Ltd., Rosemont, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and Christopher B. Burke Engineering, Ltd., Rosemont, Illinois, at a maximum amount of $2,634,307.26, for Phase II design engineering services for improvements to Deerfield Parkway/Road, from Krause Drive to Saunders Road, inclusive of intersection, drainage, and non-motorized improvements; a draft copy of which is attached hereto.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $3,165,000 of Motor Fuel Tax funds for these Phase II design engineering services, and designated as Section 15-00038-07-WR.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
BE IT FURTHER RESOLVED that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation.
BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
