Joint resolution authorizing a contract with Patriot Pavement Maintenance, Des Plaines, Illinois, in the amount of $136,038.16 to provide for crack sealing of hot-mix asphalt and concrete pavement, where necessary, on various County highways under the Illinois Highway Code, appropriating $165,000 of Motor Fuel Tax funds.

 

Staff Summary

                     Lake County’s Crack Sealing Program is an annual preventive maintenance program consisting of applying crack sealing at various locations to prevent the intrusion of water and incompressible material into the cracks and to reinforce the adjacent pavement.

                     There was a public call for bids, and a total of three bids were received, ranging from $136,038.16 to $159,492.58. The lowest responsible bidder is Patriot Pavement Maintenance in the amount of $136,038.16.

                     This project is included in the highway improvement program with construction in 2020, and designated as Section 20-00000-04-GM.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, to provide crack sealing of hot-mix asphalt and concrete pavement, where necessary, on various County highways, and designated as Section 20-00000-04-GM; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on March 17, 2020, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer, and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Patriot Pavement Maintenance, Des Plaines, Illinois, in the amount of $136,038.16 based on estimated quantities and unit prices; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Patriot Pavement Maintenance, Des Plaines, Illinois, in the amount of $136,038.16, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder to provide crack sealing of hot-mix asphalt and concrete pavement, where necessary, on various County highways, and designated as Section 20-00000-04-GM; and

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation; and

 

BE IT FURTHER RESOLVED that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation.

 

BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $165,000 of Motor Fuel Tax funds.
