Joint resolution authorizing the first amendment to the agreement between the City of North Chicago and Lake County for the reconstruction of 14^th Street, from Illinois Route 131/Green Bay Road to Sheridan Road.

Staff Summary

•                     Lake County will reconstruct and improve 14^th Street from Illinois Route 131/Green Bay Road to Sheridan Road.

•                     The Lake County Board, at its meeting on November 13, 2018 approved an agreement with the City of North Chicago stating the terms and conditions for these improvements.

•                     The construction contract for these improvements has been awarded and construction is underway and designated as Section 99-00260-01-WR.

•                     During construction, the location and condition of the City of North Chicago’s existing watermain was found to be different from what was believed during design and needs to be replaced.

•                     The City of North Chicago and City of Waukegan have also requested a watermain interconnect be added to the scope of the improvements. 

•                     The City of North Chicago’s share of construction cost is now estimated to be $1,147,983.

•                     The City of North Chicago has agreed to reimburse Lake County over a five-year period beginning in May 2020.

R E S O L U T I O N

WHEREAS, to ensure the free flow of traffic and the safety and welfare of the motoring public, Lake County is desirous of reconstructing and improving 14^th Street, from Illinois Route 131/Green Bay Road to Sheridan Road; and

WHEREAS, the City of North Chicago and Lake County entered into an agreement on November 13, 2018 stating the terms and conditions for the 14^th Street improvements; and

WHEREAS, the construction contract has been awarded and construction work is underway; and

WHEREAS, during construction, the location and condition of the City of North Chicago’s existing watermain was found to be different than what was believed during design and needs to be replaced; and

WHEREAS, the City of North Chicago and the City of Waukegan have also requested that a watermain interconnect be added to the improvement scope; and

WHEREAS, an amendment to the original agreement is necessary to include terms and conditions for these additional work items.

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, Illinois, are authorized, and are hereby directed to enter into the first amendment to the agreement and any amendments, between Lake County and the City of North Chicago stating the terms and conditions for additional watermain improvements for the reconstruction of 14^th Street, from Illinois Route 131/Green Bay Road to Sheridan Road, and designated as Section 99-00260-01-WR.

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement and any amendments, to be executed by the County Board Chair and the County Clerk.
