Joint resolution authorizing a contract with CentralSquare Technologies of Lake Mary, Florida, to procure a Stratus server and services for the Lake County Sheriff's Office computer aided dispatch (CAD), records management system (RMS), and jail management system (JMS) software in the amount of $62,914.98.

Staff Summary
* Lake County Sheriff's Office has contracted for software services for its CAD/ RMS/JMS from a single source for over twelve years. The company was initially controlled by Vision Air, subsequently acquired by TriTech and now owned by CentralSquare Technologies.
* The current Stratus server for the Lake County Sheriff's Office has reached the end of its useful life and cannot be upgraded to support needed software upgrades for the department.
* In addition, there is a need for services from CentralSquare Technologies to migrate the InformCAD, RMS, InformMobile and Field Based Reporting databases to the upgraded server.
* As part of the 911 consolidation consortium, the Sheriff's Office is currently working with partners to draft a Request for Proposal (RFP) to replace the entire CAD/RMS/JMS. The procurement process and implementation timeframe anticipated for the CAD/RMS/JMS make it imperative that the department seek a bridge solution.
* Pursuant to Article 6, Section 102, the Purchasing Agent convened an ad hoc review group that approved bid exemption on the basis that there exists a long standing, successful relationship for professional services, and the knowledge gained through this relationship adds value integral to the services provided.
