• Orthoimagery is remotely sensed imagery that provides an accurate view of the surface of the Earth.
• For a project beginning in Spring 2020, Lake County solicited formal written proposals from qualified firms for a hosted cloud service for annual multi-capture digital orthoimagery and oblique imagery.
• The Request for Proposal (RFP) was sent to 15 vendors and proposals were received from three firms.
• An interdepartmental committee reviewed the proposals and interviewed the top two firms.
• Based on the criteria set forth in the RFP, the evaluation group selected Nearmap US Inc. as the most favorable proposal for Lake County.
• The imagery obtained will provide consistent, contemporaneous digital aerial coverage that will support several regional applications, including homeland security, emergency services, environmental planning, and other services consistent with Lake County’s Geographic Information Systems (GIS) program.
• The initial one-year term will cost $135,000; subsequent renewals will be at a lower rate as detailed in Exhibit A attached.

RESOLUTION
WHEREAS, there is a need to enter into a contract for aerial orthoimagery and oblique imagery for Lake County; and
WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for aerial orthoimagery and oblique imagery for Lake County; and
WHEREAS, subsequent to said publication, request for proposals were extended to 15 vendors; and
WHEREAS, sealed proposals were received from three vendors and opened at the Lake County Administrative Building, Waukegan, Illinois, on January 2, 2020 at 11:00 a.m.; and
WHEREAS, based on the criteria set forth in the Request for Proposals, an Evaluation Committee selected Nearmap US, Inc., South Jordan, Utah, to be in the best interest of Lake County.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract with Nearmap US Inc. in an amount of $135,000 for the first year, to be charged to 101-1300010-71730, with four one-year renewal options available after the initial term.
