Joint resolution authorizing the application, acceptance, and emergency appropriation of a State Fiscal Year (SFY) 2020 Capital Bill Grant from the Build Illinois Bond Fund in the amount of $100,000 for general capital improvements and infrastructure upgrades to the Lake County Children’s Advocacy Center (LCCAC).

 

Staff Summary

                     Established in 1987, the Lake County Children’s Advocacy Center (LCCAC) is where children are brought for a forensic interview when there has been an allegation of sexual abuse, severe physical abuse or a child has been a witness to a major crime. The LCCAC is a child-focused center that coordinates the investigation and prosecution of these cases.

                     This is an application for the SFY 2020 Capital Bill Grant from the Build Illinois Bond Fund through the State of Illinois Department of Commerce & Economic Opportunity.

                     The Lake Children’s Advocacy Center, through the Lake County State’s Attorney’s Office, is eligible for $100,000 in SFY 2020 grant funds, as appropriated in section 1770 of the SFY 2020 Capital Bill.

                     The grant term is for one year, starting July 1, 2019 through June 30, 2020 with a possible extension for one year, contingent upon re-appropriation for SFY 2021.

                     The State’s Attorney’s Office will use the $100,000 towards general capital improvements and other infrastructure upgrades including renovation to the support group area and build out for an on-site medical facility.

                     The source of program funding is 100 percent state funding; no match is required.

RESOLUTION

 

WHEREAS, The SFY 2020 Capital Bill, HB0062, section 1770 states: The sum of $100,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Lake County State’s Attorney for general capital improvements and other infrastructure upgrades; and

 

WHEREAS, the Lake County State’s Attorney’s Office will use the $100,000 towards general capital improvements and other infrastructure upgrades at the Lake County Children’s Advocacy Center; and

 

WHEREAS, SFY 2020 Capital Bill Grant is in the amount of $100,000, and it is necessary to appropriate this amount; and

 

WHEREAS, the State’s Attorney’s Office recommends that the Chairman of the County Board, the State’s Attorney and the Treasurer be authorized to execute the necessary documents to apply for, accept and execute the grant.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the application, acceptance and execution of an a SFY 2020 Capital Bill Grant for the Lake County State’s Attorney’s Office, for the period of July 1, 2019 through June 30, 2020, is hereby authorized; and

 

BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $100,000 is hereby authorized for the Capital Bill Grant in expenditure and revenue accounts to be determined by the controller; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State's Attorney, and the Lake County Treasurer are hereby authorized execute the necessary documents to apply for, accept and execute the grant.
