Joint resolution authorizing an emergency appropriation for the Lake County Flood Hazard Mitigation Project by the Stormwater Management Commission (SMC) in the amount of $1,732,968 and funded by the Illinois Department of Natural Resources, Office of Water Resources, (IDNR-OWR) Flood Mitigation program.

Staff Summary
* SMC has authorized an agreement with the IDNR-OWR for a grant (Contract Number OWR-379) for the buyout of eight flood-prone properties throughout Lake County, Illinois.
* Properties are designated as Federal Emergency Management Agenda (FEMA) "Severe Repetitive Loss" (SRL) and "Repetitive Loss" (RL) properties, several homes are substantially damaged, and several properties are located in a "low to moderate income area," and all properties are located in the floodway.
* Property will be initially transferred to the County of Lake and then transferred to local municipality, township or other local governments upon completion of the project.
* Emergency appropriations are needed for the total project cost of $1,732,968 which is not included in the current year budget. SMC will use funding for project expenditures which will be reimbursed by the IDNR-OWR.

RESOLUTION

WHEREAS, Lake County Stormwater Management Commission (SMC) is undertaking a voluntary flood-prone property buyout project through the Illinois Department of Natural Resources, Office of Water Resources (IDNR-OWR) Flood Mitigation Program to purchase floodprone parcels and demolish the structures to create open space throughout Lake County which are subject to repetitive flooding; and

WHEREAS, the Stormwater Management Commission has authorized an agreement with the IDNR-OWR to manage the entire grant project, through property appraisal to structure demolition and property restoration as perpetual open space; and
