Joint resolution authorizing an agreement with Peralte-Clark, LLC, Arlington Heights, Illinois, to provide combined Phase I and Phase II design engineering services for the reconstruction of Arlington Heights Road, from approximately 500 feet north of Illinois Route 83 to Lake-Cook Road in the Villages of Buffalo Grove and Long Grove, at a maximum cost of $2,221,029.28 and appropriating $2,670,000 of Matching Tax funds.
Staff Summary
• Arlington Heights Road, County Highway 79, from approximately 500 feet north of Illinois Route 83 to Lake-Cook Road will be reconstructed.
• The roadway pavement is nearing the end of its useful service life and needs to be replaced.
• Drainage improvements, non-motorized elements, and safety and operational improvements at the intersections of Illinois Route 83, Fremont Way, Checker Road and Lake-Cook Road will be considered as part of the project.
• A consulting firm will be utilized to perform Phase I and Phase II professional engineering services.
• Professional engineering firms are selected in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. Seq.
• The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
• LCDOT received and evaluated Statements of Interest and Qualifications from 17 professional firms of which four were short-listed and presented to a consultant selection committee.
• The selected and recommended firm is Peralte-Clark, LLC, Arlington Heights, Illinois.
• This project is included in the highway improvement program and targeted for construction in 2024, and designated as section number 17-00193-08-PV.

R E S O L U T I O N
WHEREAS, Arlington Heights Road, County Highway 79, is a designated route on the County highway system; and
WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if Arlington Heights Road be reconstructed; and
WHEREAS, combined Phase I and Phase II design engineering services are required for this improvement; and
WHEREAS, it is recommended that a consultant engineering firm be employed to provide these services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, Peralte-Clark, LLC, Arlington Heights, Illinois, are consulting engineers skilled in the provision of said Phase I and Phase II design engineering services; and
WHEREAS, the Village of Buffalo Grove has requested that engineering services to reconstruct a portion of Arlington Heights Road under Village jurisdiction be included in the contract scope; and
WHEREAS, the Village of Buffalo Grove, at its January 21, 2020 Village Board meeting, passed a resolution agreeing to reimburse Lake County for all costs associated with engineering services, estimated to be $159,632, for the reconstruction of Arlington Heights Road under Village jurisdiction; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and Peralte-Clark, LLC at a maximum amount of $2,221,029.28, for combined Phase I and Phase II design engineering services for the reconstruction of Arlington Heights Road, from approximately 500 feet north of Illinois Route 83 to Lake-Cook Road, a draft copy of which is attached hereto.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $2,670,000 of Matching Tax funds for these combined Phase I and Phase II design engineering services, and designated as Section 17-00193-08-PV.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
