Resolution to impose a one-year moratorium on recreational cannabis businesses in unincorporated Lake County.

 

Staff Summary

                     The Cannabis Regulation and Tax Act, adopted on June 25, 2019, allows for the establishment of recreational cannabis businesses in Illinois and the adult sale and consumption of recreational cannabis products within the State as of January 1, 2020. The Act authorizes local governments (including counties) to enact “reasonable zoning regulations” to mitigate any impacts from recreational cannabis businesses, and alternatively to ban such businesses.

                     In order to properly study and consider potential community impacts, it is reasonable to allow additional time for collection and analysis of relevant information prior to making a decision to permit or ban recreational cannabis businesses in unincorporated Lake County.

                     Based on direction received from the Public Works, Planning and Transportation Committee on January 8, 2020, the Planning, Building and Development Department has prepared a resolution enacting a moratorium on all Recreational Cannabis Business Establishments in the unincorporated area of Lake County for a period not to exceed one year.
