Resolution naming new roadways and renaming existing roadways in conjunction with the realignment of U.S. Route 45 at the Millburn Road/Grass Lake Road intersection in the vicinity of the Millburn Historic District (Millburn Bypass).

 

Staff Summary

                     The Millburn Bypass project created two remnant roadway segments, old U.S. Route 45, from the realigned U.S. Route 45 north to the newly constructed cul-de-sac, and old Grass Lake Road, from old U.S. Route 45 west to the newly constructed cul-de-sac.

                     At its January 16, 2018 meeting, the County Board approved the jurisdictional transfer of old U.S. Route 45, in its entirety, from the State of Illinois to Lake County.

                     It is desirous to rename these remnant roadway segments to better facilitate wayfinding in the area.

                     It is recommended that old U.S. Route 45 be renamed as Main Street, and that old Grass Lake Road be renamed as Old Town Court.

                     The Millburn Bypass project also constructed a new roadway segment between old U.S. Route 45 and the realigned U.S. Route 45 that will align Millburn Road and Grass Lake Road. 

                     This new roadway extension needs to be named and added to the County highway system. 

                     It is recommended this new roadway extension be added to County highway system as County Highway 14 and be named Millburn Road.

                     The notification process will begin upon approval by the County Board.

                     The name changes are planned to take place in early 2020.

R E S O L U T I O N

 

WHEREAS, the Millburn Bypass project created two remnant roadway segments, old U.S. Route 45 from the realigned U.S. Route 45 north to a newly constructed cul-de-sac, and old Grass Lake Road, County Highway 18, from the old U.S. Route 45 west to a newly constructed cul-de-sac; and

 

WHEREAS, at its January 16, 2018 meeting, the County Board approved the jurisdictional transfer of Old U.S. Route 45, in its entirety, from the State of Illinois to Lake County as new County Highway 83; and

 

WHEREAS, this jurisdictional transfer will become effective after the opening of the realigned U.S. Route 45, and

 

WHEREAS, it is recommended that these remnant roadway segments be renamed to better facilitate wayfinding in the area; and

 

WHEREAS, Lake County is desirous to rename old U.S. Route 45 as Main Street and old Grass Lake Road as Old Town Court; and

 

WHEREAS, the Millburn Bypass project constructed a new roadway segment between old U.S. Route 45 and the realigned U.S. Route 45, to align Millburn Road, County Highway 14, with Grass Lake Road, County Highway 18; and

 

WHEREAS, it is necessary that this new roadway segment be added to the County highway system and named; and

 

WHEREAS, Lake County is desirous this new roadway segment be added to the County highway system as County Highway 14 and be named Millburn Road; and

 

WHEREAS, in accordance with 55 ILCS 5/5-1067, the County Board may name or change the name of any road in the County highway system under its jurisdiction.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the roadway known as old U.S. Route 45, in its entirety between the new U.S. Route 45 north to a newly constructed cul-de-sac north, be renamed Main Street upon completion of the jurisdictional transfer from the State of Illinois to Lake County.

 

BE IT FURTHER RESOLVED that the roadway known as old Grass Lake Road, County Highway 18, from old U.S. Route 45 west to the newly constructed cul-de-sac, be renamed Old Town Court.

 

BE IT FURTHER RESOLVED that the name of the new roadway segment between old U.S. Route 45 and the realigned U.S. Route 45 is hereby added to the County highway system as County Highway 14 and named Millburn Road.

 

BE IT FURTHER RESOLVED that the County Engineer is hereby authorized and directed to notify the landowners adjacent to said roadways, the Villages of Old Mill Creek and Lindenhurst, the County Clerk, Chief County Assessment Office, County Treasurer’s Office and County Recorder of Deeds, the Illinois Department of Transportation, the United States Post Office, School Districts, Emergency Response Personnel and others as deemed necessary of said road name changes, and designated as Section 05-00262-02-RP.
