Joint resolution appropriating $230,000 of 1/4% Sales Tax for Transportation funds for the Joint Utility Locating Information for Excavators, Inc. (JULIE) annual message handling services fee, and extending a contract with Utility Resource Group, LLC, Sterling Heights, Michigan, to locate Lake County Division of Transportation's (LCDOT) storm sewers for excavator dig requests for various County highways.

Staff Summary
* Pursuant to Illinois law, JULIE serves as a message handling notification service for underground facility owners regarding planned excavations.
* LCDOT's existing storm sewer locating contract with Utility Resource Group, LLC began on March 1, 2016, and allows a total of four one-year contract extensions. This will be the fourth one-year contract extension and will cover the period of March 1, 2020, to February 28, 2021.
* This project is included in the highway improvement program, and designated as Section 20-00000-09-GM.

R E S O L U T I O N

WHEREAS, Lake County, by and through its Division of Transportation, processes over 14,000 storm sewer ticket screenings and locate requests from JULIE on an annual basis; and

WHEREAS, this Lake County Board, at its meeting of February 9, 2016, awarded a contract to Utility Resource Group, LLC for storm sewer ticket screening and locate services required to comply with the Illinois Underground Utility Facilities Damage Prevention Act for the period March 1, 2016, through February 28, 2017; and

WHEREAS, the contract was extended for the period of March 1, 2017, through February 28, 2018; and

WHEREAS, the contract was extended for the period of March 1, 2018, through February 28, 2019; and

WHEREAS, the contract was extended for the period of March 1, 2019, through February 29, 2020; and

WHEREAS, said contract contains a clause providing for the extension of said contract for four additional one-year periods starting March 1 of each year; and
