Joint resolution authorizing an agreement with Christopher B. Burke Engineering Ltd., Rosemont, Illinois, to provide Phase I preliminary engineering services for the study of existing pavement conditions for Deerfield Parkway, from approximately 500 feet east of Krause Drive to Illinois Route 21, and to provide Phase II design engineering services for the resurfacing of Deerfield Road, from Saunders Road/Riverwoods Road to Wilmot Road, at a maximum cost of $219,420.29 and appropriating $48,000 of Matching Tax funds and $216,000 of Motor Fuel Tax funds.

 

Staff Summary

                     A consulting firm will be utilized to perform the Phase I professional engineering services for Deerfield Parkway and Phase II professional engineering services for Deerfield Road.

                     Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. Seq., and the Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation. The firm selected for this project was selected in accordance with this approved process.

                     LCDOT received and evaluated Statements of Interest (SOI) and Qualifications, for Phase I and Phase II engineering services, from 17 professional firms of which three were short-listed and presented to a consultant selection committee.

                     As a result of the interviews and successful Phase I progress, the selected and recommended firm is Christopher B. Burke Engineering Ltd. with a maximum cost of $219,420.29.

                     The Deerfield Parkway project is included in the highway improvement program and targeted for construction in 2020, and designated as Section 19-00248-03-GM.

                     The Deerfield Road project is included in the highway improvement program and targeted for construction in 2020, and designated as Section 19-00034-07-RS.

 

Body

R E S O L U T I O N

 

WHEREAS, Deerfield Parkway and Deerfield Road, County Highway 11, are designated routes on the County highway system; and

                     

WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public to determine the existing pavement condition, analyze improvement strategies and determine a recommended improvement for Deerfield Parkway; and

 

WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if Deerfield Road, from Saunders Road/Riverwoods Road to Wilmot Road, could be resurfaced; and

 

WHEREAS, Phase I, preliminary engineering studies are required for the proposed Deerfield Parkway improvement; and

 

WHEREAS, Phase II design engineering services are required for the Deerfield Road improvement; and

 

WHEREAS, it is recommended that a consultant engineering firm be employed to provide these services; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and

 

WHEREAS, Christopher B. Burke Engineering Ltd., Rosemont, Illinois, are consulting engineers skilled in the provision of said Phase I and Phase II design engineering services.

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement and any amendments, between Lake County and Christopher B. Burke Engineering Ltd. at a maximum amount of $219,420.29, for Phase I and Phase II design engineering services for improvements on Deerfield Parkway and Deerfield Road, a draft copy of which is attached hereto.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $48,000 of Matching Tax funds for these Phase I design engineering services, and designated as Section 19-00248-07-GM and $216,000 of Motor Fuel Tax for these Phase II design engineering services, and designated as Section 19-00034-07-RS.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that the Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation.

 

BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
