Staff Summary
* Federal regulations (24 CFR Part 91) require local governments accepting funds from the U.S. Department of Housing & Urban Development (HUD) to submit an annual certification that it is affirmatively furthering fair housing choice and to regularly perform an Analysis of Impediments to Fair Housing Choice.
* On November 11, 2014, the Lake County Board accepted a detailed Analysis of Impediments to Fair Housing Choice for submission to HUD. One of the impediments identified through that analysis was Lake County's lack of a fair housing policy statement.
* As a local government with a role in housing development and grant funding, a fair housing policy statement would serve clearly and publicly to establish Lake County's commitment to fair housing laws and to affirmatively furthering fair housing and housing choice in Lake County.
* On November 13, 2019, the Lake County Housing & Community Development Commission (HCDC) voted unanimously to recommend adoption by the Lake County Board of the enclosed Fair Housing Policy Statement.

RESOLUTION
WHEREAS, federal regulations at Title 24 Housing and Urban Development Part 91 Consolidated Submissions for Community Planning and Development Programs require each state and local government to submit a certification that it is affirmatively further fair housing; and

WHEREAS, in fulfilling its obligation to affirmatively further fair housing, the County conducted an analysis of impediments to fair housing choice; and

WHEREAS, in fulfilling its obligation to affirmatively further fair housing, the County is required to identify appropriate actions to address the effects of impediments identified through that analysis; and
