The property adjacent to the North Shore Health Center (NSHC) in Highland Park will experience significant change and redevelopment to include a 182-unit residential building. As a result, the public parking available for NSHC patients, visitors, and staff will be removed. The Health Department’s original agreement with the City of Highland Park upon the acquisition and permitting process in 2002-2003 included detailed requirements for use and access to sufficient parking.

 

The developer, City of Highland Park, and Health Department, with State’s Attorney involvement and agreement, have entered into an Amendment of Easement and Grant of Parking Easement. This document was executed on November 5, 2019, concurrent with the efforts of the developer and City to complete the closing process. The timing of these processes required execution before presenting to the Board of Health. This document formalizes the accommodation to provide parking spaces throughout construction and once the project is complete. After construction, the Health Department maintains significant access and authority to manage sufficient surface parking adjacent to the NSHC.

 

This agreement effectively addresses the needs of the Health Department into the future and anticipates any possible change in ownership of the adjacent development so that the commitments of this easement remain enforceable in the Health Department’s favor.
