Staff Summary

•                     A system upgrade is needed for Lake County to comply with State Board of Elections guidelines.

•                     Due to the state certification configurations, the ExpressVotes ballot marking devices currently in the County’s inventory will not operate with the upgrade. ES&S has offered to replace Generation One ExpressVote ballot marking devices with Generation Two, at no additional cost.

•                     The cost to the county is for modem replacement and upgrades to the hardened workstations. This includes technical services to come onsite for upgrades, installation, and testing.

•                     Current modems are third generation (3G), which will no longer be supported by the end of 2019. New modems will be fourth generation (4G).

RESOLUTION

WHEREAS, 117 ExpressVote Ballot Marking Devices require a system upgrade to be in compliance with State Board of Elections guidelines.

WHEREAS, the County’s current inventory will not operate without the upgrade. ES&S has offered to replace Generation One ExpressVote ballot marking devices with Generation Two, at no additional cost.

WHEREAS, additional costs will be incurred for modem replacement and upgrades to the hardened workstations. This includes technical services to come onsite for upgrades, installation, and testing.

NOW THEREFORE BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board authorizes a contract with Election Systems & Software (ES&S) of Omaha, Nebraska, in an amount of $103,336, to be paid in full, funded from account number 101-211-0020-77280, to upgrade 117 ExpressVote Ballot Marking Devices, including modem replacement and technical services, in order to be in compliance with State Board of Elections Guidelines.
