Staff Summary
• SMC has entered into an agreement with the IEMA for a grant (PDMC-PJ-05-IL-2017-010) for the buyout of two landslide-prone and two flood-prone properties in Lake County.
• Property will be acquired initially by the Lake County SMC and then transferred to local municipality, township or other local governments upon completion of the project.
• Emergency appropriations are needed for the project cost of $1,517,598 which is not included in the current year budget. SMC will use funding for project expenditures, which will be reimbursed by the IEMA.

RESOLUTION
WHEREAS, Lake County Stormwater Management Commission (SMC) is undertaking a voluntary flood and erosion-prone property buyout project through the Illinois Emergency Management Agency and the Federal Emergency Management Agency Pre-Disaster Mitigation (PDM) Program to purchase and demolish four structures in Lake County which are subject to ravine erosion and repetitive flooding; and
WHEREAS, the Stormwater Management Commission has entered into an agreement with the Illinois Emergency Management Agency to manage the entire grant project, through property appraisal to structure demolition and site restoration to be maintained as perpetual open space; and
WHEREAS, the SMC has authorized staff time for grant management and technical services toward the cost of implementing the Lake County Multi-Hazard Acquisition Project grant; and
WHEREAS, the local units of government and SMC will provide the 25 percent local match in the form of cash and in-kind services for project costs.
WHEREAS, the SMC has entered into an agreement with IEMA to receive $1,517,598 from the PDM Grant, and this amount is not included in the current year budget.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $1,517,598 in the Stormwater Management Commission budget is hereby authorized in expense budget account 212-4208097-79950 for the FEMA Pre-Disaster Mitigation (PDMC-PJ-05-IL-2017-010) grant; and
BE IT FURTHER RESOLVED, that a corresponding emergency appropriation in the amount of $1,517,498 in the Stormwater Management Commission budget is hereby authorized in revenue budget account 212-4208097-45340 for the FEMA Pre-Disaster Mitigation (PDMC-PJ-05-IL- 2017-010) Program grant.
