Staff Summary
• Lake County Public Works is seeking engineering services for water system modelling and capacity analysis. This master agreement, sourced through a full Statement of Interest (SOI) competitive process, will allow individual task orders to be issued up to a maximum cumulative value of $200,000 for a given year. The term of the contract will be two years with three one-year renewal options to allow for future projects with services based on approved contracted rates.
• Vernon Hills and Knollwood Rondout Water Models is the initial project to be completed under this agreement.
• Lake County Purchasing received and evaluated SOI from 16 professional firms, of which three were short-listed.
• In accordance with the Local Government Professional Services Selection Act, the recommended firm is Baxter and Woodman, Inc.
• The initial contract with Baxter and Woodman, Inc. will include preliminary engineering design services and engineering design services based on contracted hourly rates in an estimated amount of $150,670.
• This service was included and budgeted as part of the Fiscal Year 2019 Capital Improvement Program.

R E S O L U T I O N
WHEREAS, Lake County Public Works is seeking engineering services for water system modelling and capacity analysis; and
WHEREAS, an initial project has been identified: Vernon Hills and Knollwood Rondout Water Models; and
WHEREAS, the Lake County Purchasing received and evaluated Statements of Interests from 16 professional firms of which three were short-listed; and
WHEREAS, in accordance with the Local Government Professional Services Selection Act, the recommended firm is Baxter & Woodman, Inc. Crystal Lake, Illinois; and
WHEREAS, the initial contract with Baxter and Woodman, Inc. will include preliminary engineering design services and engineering design services based on contracted hourly rates in an estimated amount of $150,670; and
WHEREAS, the term of the contract will be two years with three one-year renewal options to allow for future projects with services based on approved contracted rates. The future anticipated annual spend is estimated at $200,000 annually.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the Purchasing Agent is authorized to enter into a contract with Baxter and Woodman, Inc. Crystal Lake, Illinois, in the amount of $200,000, for water system modelling and capacity analysis and budgeted as part of the Fiscal Year 2019 Capital Improvement Program.
