Staff Summary
• The hourly rate charged to private businesses, individuals, and governmental units for special detail patrol has been $63 per hour since July 1, 2015.
• The rates for employees performing patrol and command duties while on special detail has been $41 and $44.80 per hour, respectively, since July 1, 2015.
• The Sheriff is requesting to increase the special detail rate charged to private business, individuals and governmental units to a corresponding amount of $70 per hour and $76 per hour if the special detail requests a command officer; effective May 1, 2020.
• All related costs, including administrative cost, will be recovered from the organization requesting the service and any fines and forfeitures for any violations will be paid to the County.

RESOLUTION
WHEREAS, off duty “Special Detail” are those assignments established between the Lake County Sheriff’s Office and private business, individuals and governmental units within the County of Lake, and which are not part of the normal watch function; and
WHEREAS, effective July 1, 2015 the rate for special detail patrol and command was set at $41 and $44.80 per hour respectively; and
WHEREAS, effective July 1, 2015 the rate for special detail rate charged to private business, individuals and governmental units is $63 per hour; and
WHEREAS, effective May 1, 2020 the rate for special detail charged to private business, individuals and governmental units will be $70 per hour and $76 per hour if the special detail requests a command officer; and
WHEREAS, effective May 1, 2020 the pay rate for special detail for all deputies will increase to $45 per hour and $50 per hour if the special detail requests a command officer; and
WHEREAS, the Sheriff’s Office and the County Administrator’s Office will review these rates annually to assure actual costs are being recovered and can be increased if agreed upon by the Sheriff’s Office and the County Administrator’s Office.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that:
1. The hourly rate for special detail charged to private business, individuals and governmental units shall be $70 per hour and $76 per hour for a detail requesting a command officer effective May 1, 2020.
2. The hourly rate for special detail patrol and command shall be $45 and $50 per hour respectively, effective May 1, 2020.
3. The hourly rate will be reviewed and adjusted, if necessary, every December 1st to assure all costs are being recovered.
4. The billing and collection of these services will be performed by the Sheriff’s Office with all collections deposited into 101-3001110-46290 Special Police Services of the Lake County General Corporate Fund. Deputies will be paid a fixed rate for these details in payroll checks with all applicable deductions.
BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to forward a certified copy of this Resolution to the Lake County Sheriff.
