Ordinance recommending the Fiscal Year (FY) 2020 Annual Budget and Appropriation Ordinance for Lake County, Illinois; said budget having been made conveniently available for public inspection for at least 15 days by posting in the Office of the County Clerk and on the County website.
Staff Summary
* Through cooperation with all departments and agencies as well as the Standing Committees and Financial and Administrative Committee, the FY 2019 - 2020 Budget is presented for approval.
* The operating funds that provide the funding for most governmental operations are balanced, using a flat tax levy that is the same as the amount extended in FY 2018-2019.
* A Capital Improvement Fund has been created and presented for the first time this year and therefore, the Corporate Capital Improvement Plan (CCIP) is presented together with the FY budget, rather than as a separate Board action.
* This budget reflects all budget actions as approved by Standing Committees and the Financial and Administrative Committee.
* The proposed budget continues to maintain our core services and funds new investments in the County's employees, infrastructure, citizens' health and well-being, justice system and much more.
* The entire budget is available on the County's website at www.lakecountyil.gov.

ORDINANCE
WHEREAS, a recommended budget including amendments (as attached) for Fiscal Year 2019-2020 has been developed and presented by the County Administrator, all in accordance with the budget policies previously adopted by this County Board; and
WHEREAS, it is necessary for the County Board to adopt an annual budget and appropriation in accordance with State of Illinois Law; and
WHEREAS, the proposed Fiscal Year 2019-2020 budget, inclusive of all revenues and expenses, including the Tax Year 2019 Tax Levy to be collected during Fiscal Year 2019-2020, has been reviewed and acted upon by the Standing Committees of the County Board; and
