Ordinance amending Chapter 51 of the Lake County Code of Ordinance, sewer-related rates for certain Lake County systems by making modifications to previously approved rates.
Staff Summary
• The Rate Ordinance establishes all water and sewer user rates and connection fees for the County’s water and sewer systems and is reviewed annually or as needed.
• On August 13, 2019, the County Board approved an amendment to the Rate Ordinance based on the results of a recently conducted water and sewer rate and connection fee study.
• The study applied an increase of 4.1 percent to all sewer rates for metered, unmetered and wholesale usage.
• The increase was inadvertently applied to the portion of the sewer rate that is collected by Lake County Public Works but charged by third-party treatment providers and needs to be amended.
• This Ordinance modification also makes one technical correction in the previously approved 2019 Rate Ordinance by including the initial permit fee of $200 with an annual renewal fee of $100 for the discharge of septage and holding tank waste in the wastewater system.
• Notice will be provided to the County’s municipal partners impacted by the changes.

O R D I N A N C E
WHEREAS, the County Board incorporated Chapter 51: Water and Sewer Rates and Charges, into the Lake County Code; and
WHEREAS, Chapter 51 establishes all water and sewer user rates, connection fees and additional charges for use of the County’s water and sewer systems; and
WHEREAS, the Ordinance is revised periodically to modify rates and fees, as necessary; and
WHEREAS, the modified rates and fees established in Sections 51.15 through 51.28 are attached as Exhibit A.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the water and sewer rates, connection fees and additional charges, attached as Exhibit A hereto, be adopted and be made effective on dates as identified in various sections of Chapter 51.
