RESOLUTION
WHEREAS, HUD requires the submission of an Annual Action Plan and associated amendments to govern the expenditure of federal funding; and
WHEREAS, the grant funding administered by Lake County Community Development requires prudent administration and timely spending to meet federal compliance requirements; and
WHEREAS, a new Grant Funding Allocation Policy has been proposed to both allocate new funding (e.g. program income) and re-allocate slow-spending grants and canceled projects on a timely and consistent basis; and
WHEREAS, such re-allocations require this proposed amendment to the Annual Action Plan accompanied by 30-day public comment period and public hearing, and
WHEREAS, the Lake County Citizen Participation plan requires the execution and approval of an Action Plan Amendment for any new project or major change in scope of project; and
WHEREAS, the First Amendment to the 2019 Annual Action Plan allocates $28,681 in new 2019 program income and reallocates $775,000 from stalled projects; and
WHEREAS, the canceled projects were profiled in the Grant Performance Update; and
WHEREAS, accumulated 2019 program income resulted from CDBG loan pay-offs by NorthPointe Resources and an owner-occupied rehab individual grant recipient; and
WHEREAS, under the Grant Funding Allocation Policy, timely spending is prioritized in the reallocation process. Projects to which funds are reallocated include three types: (1) Tier 2 programs with the ability to spend additional funds by February 28, 2020, (2) Projects included in an approved Annual Action Plan (AAP) with the need to spend additional funds by February 28, 2020, and (3) Tier 2 projects with extended timelines; and
WHEREAS, with this proposed Action Plan Amendment, Tier 2 programs recommended for increased funding (totaling $187,468) are the Owner Occupied Rehabilitation (OOR) program of Community Partners for Affordable Housing (+$60,000), Greater Waukegan Development Coalition RISE program (+$24,000) and the City of North Chicago Demolition program (+$103,468). Projects included in an approved AAP recommended for increased funding (totaling $404,713) include; Lake County Municipal League - Lake County Land Bank (+$40,000), Lake County Haven - acquisition of new shelter (+$152,000), Debruler Co. Lilac Ledge Rehabilitation (+$187,713), and City of North Chicago - Sewer Rehabilitation (+$25,000). Tier 2 projects with extended timelines recommended for increased funding (totaling $211,500) include; Youth Conservation Corps - Construction Crew (+$104,000), Village of Round Lake Heights - Water main extension (+$85,000) and Pay for Success Supportive Housing RFP (+$22,500).
WHEREAS, the Housing and Community Development Commission (HCDC), at its meeting on October 23, 2019, recommended approval of this amendment to the Annual Action Plan for 2019.
NOW THEREFORE BE IT RESOLVED, by the County Board of Lake County, Illinois, this first amendment to the 2019 HUD Action Plan is hereby approved.
BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or her designee is hereby authorized to execute the necessary documents to implement these changes and to complete the amendment process.
