Title

Joint resolution authorizing an intergovernmental agreement with the University of Pittsburgh, Office of Sponsored Programs, at a maximum cost of $150,000 for the research and development of an advanced traffic analysis tool for emissions-based traffic signal optimization and appropriating $165,000 of ¼% Sales Tax for Transportation funds.

 

Staff Summary

                     University of Pittsburgh, Office of Sponsored Programs, has demonstrated experience in advanced traffic signal optimization modeling and the development of traffic analysis tools for Automated Traffic Signal Performance Measures (ATSPM) field operations.

                     An intergovernmental agreement is necessary for the University of Pittsburgh, Office of Sponsored Programs, to research and develop a traffic analysis tool for Lake County to use for emissions-based traffic signal optimization.

                     The University of Pittsburgh, Office of Sponsored Programs, has agreed to contribute an additional $80,000 for this research project which is expected to last two years.

                     Information supplied by the development of the traffic analysis tool will assist County engineers with optimizing traffic signal timing to reduce emissions.

                     This project is included in the highway improvement program, and designated as Section 19-00999-67-ES.

R E S O L U T I O N

 

WHEREAS, the University of Pittsburgh, Office of Sponsored Programs, has demonstrated experience in traffic signal optimization modeling; and

 

WHEREAS, the University of Pittsburgh, Office of Sponsored Programs, and Lake County are desirous of entering into an intergovernmental agreement for the development of a traffic analysis tool for emissions-based traffic signal optimization, a draft copy of which is attached hereto; and

 

WHEREAS, the University of Pittsburgh has committed an additional $80,000 to the research and development of the traffic analysis tool over a two-year time frame; and

 

WHEREAS, the Lake County Division of Transportation has the necessary traffic signal equipment, data collection tools, and Automated Traffic Signal Performance Measures (ATSPM) platform, to interface with the said emissions-based traffic signal optimization methodology; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County be authorized and they are directed to execute, on behalf of Lake County, an intergovernmental agreement for research services with the University of Pittsburgh, Office of Sponsored Programs, at a maximum cost of $150,000 pertaining to the research and development of a traffic analysis tool for emissions-based traffic signal optimization.

 

BE IT FURTHER RESOLVED, that the County engineer shall transmit, in writing, the final intergovernmental agreement, and any subsequent amendments, to be approved by the County Board Chair and the County Clerk.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $165,000 of ¼% Sales Tax for Transportation funds for these research services, and designated as Section 19-00999-67-ES.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated herein does not exceed the appropriation aforesaid.
