Joint resolution authorizing a Power Purchase Agreement and Lease with WCP Solar, Naperville, Illinois, for the purpose of advancing the solar panel project feasibility process for the 10 proposed County sites and to calculate the pricing of the County-owned proposed solar sites.   

 

Staff Summary

                     A combined joint solar procurement opportunity Request for Proposal (RFP) was issued in March 2019 to procure a portion of the participating entities’ electrical demand through solar power.

                     Lake County served as the lead agency in the joint solar power RFP that included 40 sites identified by the County and seven partnering Lake County municipalities.  

                     Lake County received eight proposals in response to RFP, and interviews were conducted with three firms.

                     Based on the criteria set forth in the RFP, the proposal submitted by WCP Solar was determined as the most qualified and most favorable for Lake County and the other Lake County municipalities.

                     The recommended agreement is a Power Purchase Agreement (PPA) and Lease that will have a term of 25 years. The County will not own the solar panels but will be responsible for the operation and maintenance of each system and through this contract will delegate the tasks to WCP Solar.

                     The final electrical rate for the solar panels will be calculated based on a series of criteria. The final rates will be brought back to the Committee in the form of a contract modification.

                     A buyout provision is included in the Agreement for each site should the County elect to purchase the system in either the eighth or fifteenth year of the Agreement.

RESOLUTION

 

WHEREAS, Lake County served as the lead agency in the joint solar power RFP that included 40 sites identified by the County and seven Lake County Municipalities;  

 

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for a combined joint solar procurement opportunity; and

 

WHEREAS, subsequent to said publication, request for proposals were extended to 22 vendors; and

 

WHEREAS, sealed proposals were received from eight vendors and opened in the County Building, Waukegan, Illinois, on March 7, 2019, at 2:00 p.m.; and

 

WHEREAS, based on the criteria set forth in the RFP, the proposal submitted by WCP Power, was determined as the most qualified and most favorable for Lake County and the other Lake County municipalities.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that Purchasing Agent is authorized to enter into a Power Purchase Agreement and Lease with WCP Solar, Naperville, Illinois, for the purpose of advancing the solar panel project feasibility process for the 10 proposed County sites and to calculate the pricing of the County-owned proposed solar sites.
