Joint resolution authorizing an agreement with STV, Inc., Chicago, Illinois, to provide Phase II design engineering services for improvements to the intersection of Ela Road and Long Grove Road in the Villages of Barrington and Deer Park, at a maximum cost of $594,225, and appropriating $715,000 of ¼% Sales Tax for Transportation funds.
Staff Summary
• The intersection of Ela Road and Long Grove Road will be improved, inclusive of non-motorized improvements.
• The improvements include the addition of turn lanes and a traffic signal, along with bike lanes and a multi-use path connection to the Cuba Marsh Forest Preserve trail system.
• A consulting firm will be utilized to perform these Phase II professional engineering services.
• Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.
• The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
• LCDOT received and evaluated Statements of Interest and Qualifications, for Phase I and Phase II engineering services, from 36 professional firms of which four were short-listed and presented to a consultant selection committee.
• As a result of the interviews and successful Phase I completion, the selected and recommended firm is STV, Inc., with a maximum cost of $594,225.
• This project is included in the highway improvement program and targeted for construction in 2022, and designated as section number 14-00144-20-CH.

R E S O L U T I O N
WHEREAS, Ela Road, County Highway 60, and Long Grove Road, County Highway 43, are designated routes on the County highway system; and
WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if the intersection of Ela Road and Long Grove Road could be improved, inclusive of non-motorized improvements; and
WHEREAS, Phase II design engineering services are required for this intersection improvement; and
WHEREAS, it is recommended that a consultant engineering firm be employed to provide these services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, STV, Inc., Chicago, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and STV, Inc., Chicago, Illinois, at a maximum amount of $594,225, for Phase II design engineering services for intersection improvements at Ela Road and Long Grove Road, a draft copy of which is attached hereto.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $715,000 of ¼% Sales Tax for Transportation funds for these Phase II design engineering services, and designated as Section 14-00144-20-CH.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
