Staff Summary
* The proposed revisions to the Environmental Health Fees Schedule would require licensed public swimming beaches to pay the same annual license fee as other seasonal swimming facilities (pools) pay.
* These public swimming beaches have been licensed by the Health Department since 2013 but have not been assessed an annual fee because the Department was receiving a federal grant that funded inspections and samples at beaches.
* Those federal funds have significantly diminished and no longer fund these mandated activities; therefore, the proposal is being made to require that the licensed beaches pay these costs.

RESOLUTION
WHEREAS, the Lake County Health Department is authorized to enforce local environmental health ordinances to protect the public's health; and
WHEREAS, the Lake County Board incorporated the Health Department Fee Schedules into the Lake County Code of Ordinances at Chapter 178 on November 12, 2013; and
WHEREAS, Chapter 178 of the Lake County Code of Ordinances codifies the establishment and amendment of a schedule of fees and charges for services provided by the Lake County Health Department under Title XVII of the Lake County Code of Ordinances; and
WHEREAS, the fees for Environmental Health services are contained in the Environmental Health Fees Schedule; and
WHEREAS, the Lake County Health Department has proposed amendments to the Environmental Health Fees Schedule that pertain to the assessment of fees for services related to public swimming beaches; and
WHEREAS, the Lake County Board of Health has approved the proposed amendments to the Environmental Health Fees Schedule on August 28, 2019; and
