Staff Summary
• As a result of Bill Panos’ resignation as County Administrator, a vacancy will occur in the office of the County Administrator effective at 5:01 p.m. on September 10, 2019.
• Section XXI of the County Board Rules and Order of Operational Procedures (revised May 14, 2019) provides that the County Board Chair has the authority to appoint an interim County Administrator subject to ratification by the County Board at its next board meeting.
• Gary Gibson’s education includes a Master of Arts and Public Affairs degree from Northern Illinois University.
• Gary has served Lake County in the following positions: Research Analyst, Interim Purchasing Director, Assistant County Administrator, Interim County Administrator, and Manager of Workforce Development Board. His experience makes him an individual who meets and exceeds the qualifications required of a County Administrator as provided in Lake County Code of Ordinances §30.36.
• As a result, County Board Chair Hart is recommending the appointment of Gary Gibson as Interim County Administrator effective at 8:30 a.m. on Wednesday, September 11, 2019.

RESOLUTION
WHEREAS, Bill Panos has submitted his resignation; and
WHEREAS, as a result, a vacancy will occur in the office of County Administrator; and
WHEREAS, Section XXI (G) of the Lake County Board Rules of Order and Operational Procedures provides that when the County Administrator position is vacant, the County Board Chairman shall appoint an interim County Administrator subject to ratification by the County Board at its next board meeting; and
WHEREAS, the County Board Chair is recommending the appointment of Gary Gibson as Interim County Administrator effective at 8:30 a.m. on Wednesday, September 11, 2019; and
WHEREAS, Gary Gibson has earned an Associate of Arts Degree, Rock Valley College (Rockford, Illinois), Bachelor of Science degree in journalism, Southern Illinois University (Carbondale, Illinois), and a Master of Arts in Public Affairs, Northern Illinois University (Dekalb, Illinois); and
WHEREAS, Gary meets and exceeds the qualifications required of a County Administrator as articulated in Lake County Code of Ordinances §30.36.
NOW, THEREFORE, BE IT RESOLVED BY THE LAKE COUNTY BOARD that it approves the County Board Chair’s appointment of Gary Gibson as Interim County Administrator effective at 5:01 p.m. on September 10, 2019; and
BE IT FURTHER RESOLVED that it is in the best interests of both parties to enter into an agreement establishing the terms and conditions of Gary Gibson’s appointment as Interim County Administrator; and
BE IT FURTHER RESOLVED that the Agreement between Lake County and Gary Gibson is hereby approved and incorporated by reference.
