Resolution creating the Lake County 2020 Complete Count Committee, a special advisory group for Lake County, Illinois.

RESOLUTION
WHEREAS, every 10 years the United States Government completes a decennial census; and
WHEREAS, the next decennial census shall be taken starting April 1, 2020; and
WHEREAS, Federal and State officials rely on population data derived from the decennial census to allocate funds to the County and local units of government; and
WHEREAS, the 2020 census will be used for the congressional, state, legislative, county, and local government reapportionment process and redistricting maps; and
WHEREAS, the 2020 census data will be used to make decisions for infrastructure planning, such as building new schools or roadways, and where to invest in social and welfare programs; and
WHEREAS, businesses will utilize the 2020 census data to determine where to invest in future growth and economic development opportunities; and
WHEREAS, there is a need to ensure a complete and accurate 2020 census count for all of Lake County.
NOW THEREFORE BE IT RESOLVED, by the Lake County Board that in accordance with County Board Rules, Section VI., (B), there is hereby created a Special Advisory Group to be known as the “The Lake County Complete County Committee” (“Committee”), to provide direction and advice to ensure an accurate 2020 census count of Lake County residents; and
BE IT FURTHER RESOLVED, the Committee will work with representatives of the federal Census Bureau and with state and local complete count committees to ensure a timely and comprehensive outreach plan to educate Lake County residents as to the importance of a complete and accurate 2020 census count; and
BE IT FURTHER RESOLVED, the Committee will strategically focus on addressing hard to count areas of the county including minority populations, low-income households, immigrant populations, populations with language barriers, and young children; and
BE IT FURTHER RESOLVED, the Lake County Complete Count Committee shall be established as follows:
A. The Committee membership shall include the following:
I. Seven County Board members
• Sandy Hart, Chair
• Mary Ross-Cunningham, Vice Chair
• Brent Paxton
• Judy Martini
• Angelo Kyle
• Jessica Vealitzek
• Terry Wilke
II. One Mayor (five total), or their alternate, from across Lake County:
• Mayor Leon Rockingham, City of North Chicago
• Mayor Sam Cunningham, City of Waukegan
• Mayor Rich Hill, Village of Round Lake Beach
• Mayor Billy McKinney, City of Zion
• Mayor Steve Lentz, Village of Mundelein
III. The Chairman of the County Board shall appoint one representative from each of the following organizations:
• Mandi Florip, Lake County Municipal League staff
• Laura Schneider, Lake County Health Department
• Jodi Gingiss, Lake County Housing and Community Development Commission
• Barb Karacic, Lake County Alliance for Human Services
• Dulce Ortiz, Mano a Mano
• Brenda O’Connell, Lake County Coalition for the Homeless
IV. The Chair of the County Board shall appoint additional members of the Committee which may include representatives of religious groups, minority communities, other units of local government, civic organizations, educational institutions, business community, and not-for profit organizations.
B. The Lake County Complete Count Committee shall meet at least quarterly, members shall serve without compensation, and members shall serve upon appointment until the earlier of (a) December 1, or (b) upon discharge of the Committee.
C. Committee Members shall work collaboratively to make recommendations on ways to increase community awareness and participation from all areas of the County in the 2020 Census.
D. The Committee shall establish relationships with independent organizations such as not-for-profits, civic and community groups, schools, and religious institutions of all faiths, to encourage all organizations to work together to ensure an accurate census count.
E. Any funds (a) allocated by the County Board, (b) grants received, or (c) funds derived from intergovernmental agreements, for use by the Committee for the 2020 census will be received in the name of Lake County, and budgeted and accounted for as approved by the Financial and Administrative Committee and the County Board.
F. The expenditure of any funds by the Committee shall be made through the regular procedures of the County, approved by the Financial and Administrative Committee, and by the County Board.
G. Post-2020 census activities may include, but are not limited to, a report prepared by the Committee and presented to the County Board detailing the Committee’s efforts, including the results of the 2020 census. The report will be retained by the County for review and use with the 2030 decennial census.
H. All meetings of the Committee shall be open to the public, minutes kept, and notice given pursuant to the Illinois Open Meetings Act.
BE IT FURTHER RESOLVED, this resolution shall be effective immediately upon passage.
