Joint resolution authorizing the application, acceptance, and emergency appropriation of a 2019 Justice Assistance Grant (JAG) in the amount of $8,138 for the purpose of enhancing the State’s Attorney’s Office’s capacity to provide crime prevention education and outreach.

 

Staff Summary

                     This is an application for the federal JAG Program in which funding supports a broad range of activities to prevent and control crime and to improve the criminal justice system.

                     Under this program, the City of Waukegan, the City of Zion, and Lake County on behalf of the Lake County State’s Attorney’s Office, are eligible for a joint award of $40,688 in Fiscal Year 2019 grant funds.

                     The potential allocation of the eligible funds is $8,138 to Lake County on behalf of the State’s Attorney’s Office, $24,412 to the City of Waukegan, and $8,138 to the City of Zion.

                     The State’s Attorney’s Office will use the $8,138 to provide crime prevention education and outreach by purchasing outreach supplies, brochures/handbills, and printed materials to distribute throughout the Lake County community.

                     The source of program funding is 100 percent federal JAG; no match is required.

RESOLUTION

 

WHEREAS, Lake County, on behalf of the Lake County State’s Attorney’s Office, the City of Waukegan, and the City of Zion has applied for an Edward Byrne Memorial Justice Assistance Grant that provides grant monies to local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system; and

 

WHEREAS, the Lake County State’s Attorney’s Office will use this funding to enhance a youth awareness, education, support, and outreach effort; and

 

WHEREAS, Edward Byrne Memorial Justice Assistance Grant is in the amount of $8,138, which will be appropriated in the County FY2019 budget; and

 

WHEREAS, it is necessary and required by the Granting Agency that a Memorandum of Understanding between Lake County, the City of Waukegan and the City of Zion be executed in order to define how the grant funds will be disbursed.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the acceptance and execution of an Edward Byrne Memorial Justice Assistance Grant from the United State Department of Justice for the Lake County State’s Attorney’s Office is hereby authorized; and

 

BE IT FURTHER RESOLVED, that an appropriation in the amount of $8,138 is hereby authorized in 101-3330010-79950-000-000-000-(reporting category to be set by the controller), with offsetting revenue of $8,138 in 101-3330010-45334-000-000-000- (reporting category to be set by the controller).

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State's Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant renewal.
