Staff Summary
• Lake County desires to enter into a contract with McDonough Mechanical Services, Inc., for projects at the Belvidere Health Center (BMB) and Belvidere Health Center Annex (BMB Annex). The Lake County Health Department and Community Health Center are requesting the replacement of a chiller at BMB, the fan coil units at the BMB Annex, and the heat exchanger at BMB Annex.
• The current equipment is programmed for replacement due to it being beyond useful life. The replacement of the chiller and fan coil units will provide an increase in energy efficiency.
• An invitation to bid was issued and extended to 30 qualified vendors and sealed bids were received from six vendors in the amount of $958,505 to $1,412.003.
• McDonough Mechanical Services, Inc. was determined to be the lowest responsive and responsible bidder who best meets the needs of the County in the amount of $958,505.
• Funding has been secured for this service through the approved Fiscal Year (FY) 2019 Facilities Assessment budget and the contract will be managed by Lake County Health Department and Community Health Center.

R E S O L U T I O N
WHEREAS, there is a need for replacement of the heating, ventilation and air conditioning (HVAC) for the Belvidere Health Center and Belvidere Health Center Annex; and
WHEREAS, the County has competitively sourced a vendor to provide these services through a public bid process; and
WHEREAS, in accordance with Chapter 33.036 of the Lake County Purchasing Ordinance, a bid was called for by publication for Belvidere Health Center and Belvidere Center Annex - HVAC replacement project for the Lake County Health Department and Community Health Center; and
WHEREAS, invitations for bids were extended to thirty vendors; and
WHEREAS, sealed bids were received from six vendors and opened in Waukegan, Illinois on Friday, August 2, 2019, at 1:30 p.m.; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized to enter into a contract with McDonough Mechanical Services, Inc., Waukegan, Illinois for replacement of the heating, ventilation and air conditioning (HVAC) for the Belvidere Health Center and Belvidere Health Center Annex in the amount of $958,505.
