Staff Summary
• Lake County Public Works is seeking engineering services for annual I&I and SSES services. This master agreement, sourced through a full statement of Interest (SOI) competitive process, will allow individual task orders to be issued up to a maximum cumulative value of $350,000 for a given year.
• The Lake County Purchasing received and evaluated SOIs from 16 professional firms of which three were short-listed.
• In accordance with the Local Government Professional Services Selection Act, the recommended firm is Baxter and Woodman.
• The initial contract with Baxter and Woodman will include Task A - Fox Lake Hills Sanitary Sewer System I&I Reduction Pilot Study based on contracted hourly rates in an estimated amount of $185,307.35.
• The term of the contract will be two years with three one-year renewal options to allow for future projects with services based on approved contracted rates. The future anticipated annual spend is estimated at $350,000 annually.
• This service was included and budgeted as part of the Fiscal Year 2019 Capital Improvement Program.

R E S O L U T I O N
WHEREAS, Lake County Public Works is seeking engineering services for Annual Inflow and Infiltration (I&I) Monitoring and Sanitary Sewer Evaluation Survey (SSES) Services; and
WHEREAS, an initial project has been identified: Task A - Fox Lake Hills Sanitary Sewer System Inflow and Infiltration Reduction Pilot Study; and
WHEREAS, the Lake County Purchasing received and evaluated Statements of Interests from 16 professional firms of which three were short-listed; and
WHEREAS, in accordance with the Local Government Professional Services Selection Act, the recommended firm is Baxter and Woodman, Crystal Lake, Illinois; and
WHEREAS, the initial contract with Baxter and Woodman will include Annual Inflow and Infiltration (I&I) Monitoring and Sanitary Sewer Evaluation Survey (SSES) Services based on contracted hourly rates in an estimated amount of $185,307.35; and
WHEREAS, the term of the contract will be two years with three one-year renewal options to allow for future projects with services based on approved contracted rates. The future anticipated annual spend is estimated at $350,000.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the Purchasing Agent is authorized to enter into a contract with Baxter and Woodman, Crystal Lake, Illinois, in the amount of $350,000, for Annual Inflow and Infiltration (I&I) Monitoring and Sanitary Sewer Evaluation Survey (SSES) Services and budgeted as part of the Fiscal Year 2019 Capital Improvement Program.
