• There is a need to contract with a qualified vendor to provide a cloud-based Automated Traffic Signal Performance Measure (ATSPM) solution that will provide data analysis to improve traffic operations.
• A Request for Proposal (RFP) was developed and sent to 27 vendors, and proposals were received from seven vendors. Three vendors were shortlisted for interviews.
• Following a comprehensive review of the submitted proposals and the shortlist interviews, Traffop Corporation was identified as the most qualified and most favorable for Lake County.
• The first-year contract is an amount of $159,700. Software annual renewals will be an estimated $77,000, including a four percent increase in years three through five.
• This improvement is included in the highway improvement program and designated as Section 19-00999-62-TL.

R E S O L U T I O N
WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for, by publication, for an Automated Traffic Signal Performance Measure Solution for the Lake County Division of Transportation; and
WHEREAS, subsequent to said publication, request for proposals were extended to 27 vendors; and
WHEREAS, sealed proposals were received from seven vendors and opened in the Lake County Administrative Building, Waukegan, Illinois, on June 4, 2019, at 11:00 a.m.; and
WHEREAS, based on the criteria set forth in the Request for Proposals, an evaluation committee selected Traffop Corporation, Scottsdale, Arizona, to be in the best interest of Lake County; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE, BE IT RESOLVED by this Lake County Board, that a contract, and any amendments, be authorized with Traffop Corporation, Scottsdale, Arizona, in the amount of $482,700 for system installation, data transfer, training, software annual renewals and hosting services.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the Purchasing Agent.
BE IT FURTHER RESOLVED that there is hereby appropriated $531,000 of ¼% Sales Tax for Transportation funds for system installation, data transfer, training, software annual renewals and hosting services, and designated as Section 19-00999-62-TL.
