Joint resolution authorizing an agreement with Baxter and Woodman, Crystal Lake, Illinois, to provide Phase II design engineering services for improvements to the intersection of Hunt Club Road at Washington Street in Gurnee, Illinois, at a maximum cost of $847,415.06 and appropriating $1,020,000 of ¼% Sales Tax for Transportation funds.

 

Staff Summary

                     The intersection of Hunt Club Road at Washington Street will be widened to include dual-left turn lanes and right turn lanes along with bike path and sidewalk improvements. 

                     A consulting firm will be utilized to perform Phase II professional engineering services.

                     Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. Seq., and the Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation. The firm selected for this project was selected in accordance with this approved process.

                     LCDOT received and evaluated Statements of Interest and Qualifications, for Phase I and Phase II engineering services, from 26 professional firms of which three were short-listed and presented to a consultant selection committee.

                     As a result of the interviews and successful Phase I progress, the selected and recommended firm is Baxter and Woodman, Inc. with a maximum cost of $847,415.06.

                     This project is included in the highway improvement program and targeted for construction in 2022, and designated as Section 17-00095-19-CH.

R E S O L U T I O N

 

WHEREAS, Hunt Club Road, County Highway 29, and Washington Street, County Highway 45, are designated routes on the County highway system; and

                     

WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if the intersection of Hunt Club Road at Washington Street could be improved, inclusive of non-motorized improvements; and

 

WHEREAS, Phase II design engineering services are required for this intersection improvement; and

 

WHEREAS, it is recommended that a consultant engineering firm be employed to provide these services; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and

 

WHEREAS, Baxter and Woodman, Crystal Lake, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services.

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and Baxter and Woodman, Crystal Lake, Illinois, at a maximum amount of $847,415.06, for Phase II design engineering services for intersection improvements at Hunt Club Road and Washington Street, a draft copy of which is attached hereto.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $1,020,000 of ¼% Sales Tax for Transportation funds for these Phase II design engineering services, and designated as Section 17-00095-19-CH.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
